Are high marks important in selecting a candidate for a job?

e.g if there are two drivers,one has never been to a driving school and any other driving institution but yet he is a very good driver and knows all the rules and regulations of the driving while the second one has spent alot of time in driving institutions and has several certificates of driving learning but yet he is not as much good driver as the other and doesn't know better rules than the other..which one will you hire and why?

Even I keep questioning that to myself, because I have an experience of  years in customer service and have been applying to more than 200 jobs for UAE but never received any intimation yet , hence is why I think that it would be more of the company requirement and the policy.

There is a vast difference between theoretical knowledge and practical experience. People can easily pass a theoretical driving test by reading the manual but you can only pass the practical driving test when you have practical road experience. I would prefer the one who has more practical or demonstrated experience and with basic educational knowledge. No matter he has certification or not he can get certification when he joins the organization with a short span of time because experience does matter. The person with certifications and no practical experience is an example of a fresh graduate. So, it totally depends on job requirement, either you want fresher or experience. Hope I answer the question.
