The HR department play a main role in bridging the gab between employee needs and employer expectations by compatibility between the employees' objectives and the the organization goals, identifying the employees' needs that consistent with the organization objectives.

It is through associate assessment.  In there we can see the associate's capacity and capabilities to know if we are in the right track of our employer's expectations.  By then needed coaching, teaching and training can be planned.
