No because a look at an industry or organization value chain shows the two activities as part of a value generating system (i.e. Porter's value chain). These two activities are primary activities and they play a different role within the value creation. However, if the are integrated to work together they can generate a real competitive advantage.

That really depends on the industry. If you are in personal services industry, the answer is possibly - yes. For instance, if you are running a spa, dental clinic. nip and tuck operation or beauty parlor, then your happy customers will be your best marketing and their referrals will be the best advertising. In most other industries, great service and customer care can only complement marketing, not quite replace it.
