Setting a good control system depends the following:
1- Clear goals and objectives ( i.e. Quantitative X Timing).
2- Good operations budget and action plan.
3- Providing all required resources ( including materials, finance, technical professionals,....).
4- Good supervising,following up and correction actions during process and implementation.
5- Comparing results with goals and objectives and setting up any needed procedures.
A good management control system stimulates action by spotting the significant variations from the original plan and highlighting them for the people who can set things right.
In most situations, managers can avoid some control problems by allowing no opportunities for improper behavior. One possibility is automation
Another avoidance possibility is centralization, such as that which takes place with very critical decisions at most organization levels. If a manager makes all the decisions in certain areas, those areas cease to be control problems in a managerial sense because no other persons are involved.
A third avoidance possibility is risk-sharing with an outside body, such as an insurance company.
Finally, some control problems can and should be avoided by elimination of a business or an operation entirely. Managers without the means to control certain activities, perhaps because they do not understand the processes well, can eliminate the associated control problems by turning over their potential profits and the associated risk to a third party, for example, by subcontracting or divesting.

Setting good control mechanism techniques are:
1. Prepare detail office work plan based on office objectives.
2. Review Job description(JD) of employees and update as necessary to accomplish office work plan.
3. Based on JD, set-up Key Performance Indicators(KPI) of each employees as well as for yourself.
4. Check budget variance on monthly basis and analyze the reasons for budget variance.
5. Have monthly meeting with all employees and discuss the progress and how to catch up the backlog, if any.
6. Sent copies of monthly progress report to the senior management for information as well as for advice and take follow up actions accordingly
