Is the combined cycle (Gas -Steam Turbines) still the best option to increase the efficiency of the power plant in Saudi Arabia?

No plant beats the nuclear power plant from efficiency stand point ( up until today ). but of course there are pros and cons to each power generation application . The gas turbine fired  combined cycle power plants has improved rapidly in the previous decade . We are now talking about combined cycle efficiency at 62% or higher depending on the technology used. to put an conclusion here , yes a new gas turbine fired power plant would absolutely  improve your efficiency

efficiency of simple cycle GT is 36-40 %.

Steam turbine which runs on Waste heat recovered from GT exhaust, Steam cycle efficiency -  30 - 35%

Combined cycle Efficiency  = GT effi. + ST Effi - ( GT effi. x ST effi)

= 0.36 + 0.30 - (0.36 x 0.3) = 0.552 or 55 %

clearly we can see, Combined cycle power plant are nearly 20% more efficient than the simple cycle.
