Of course i will take into account the efforts they made.. there are thing numbers cannot represent like team work, commitment, loyalty and so on..

Basically and in target logic efforts lead to numbers, or we can say 'efforts translated by numbers', so in target world I only looking for numbers and encourage others to push for more efforts to hit required numbers which is mean target, otherwise if I take in considerations the hard efforts without numbers, so I have aggrieved targets hitter and I am not fair.

Only one case you can do so , when your target is efforts and numbers are extra target or above the assigned target.

Hello, The golden rule is you cannot manage what you cannot control, controls means knowing exactly what you want as an outcome not an output, and this comes from group of desired outputs that gives you the final result of a desired outcomes, which is achieving your corporate objectives. So the point is you cannot measure the performance by effort because you have to have both quantitative and qualitative ways of measuring the performance in terms of productivity and quality.
