First...consider what would make you want to go to your website as opposed to the many other sites...promoting the same content?

What...makes your site more appealing ...than the rest?

Target market...How do you want to be represented...content...design...navigation.

What is your vision mission statement...?

How..When ...where ...Why...principles of your website.

Clarity...meaning and general purpose of website.

Does the content relate directly to your target market?

Originality...!

First you must have some basic layout (Third party bootstrap templates are most of the time are best to start with), then design your website. After completing the interface then you could use either php or Asp.net on server side for business logic.
