To be frank i dont know what does this concept stand for but according to me and my work exposure PIOC can be described as follows at time of negotiation or any assignment that can be major or minor.
P - People / Person Perception.
I - Initiative related to work.
O - Opinion related to context.
C - Final Conclusion taken after above PIO...
In work life there are multple concepts which is practically not possible for any human to follow or learn.What matters is our own decision and in case if we are doubtful about our final decision then in that case suggestions can always be taken from our seniors.
