Public Relations is one of the four components of promotion mix which is used to create along with others an integrated marketing communications plan which is all about communicating the company and its products to the targeted audience.Public relations can result in sales but the sole purpose of PR is not sales , it can be about creating positive perception of the company in the minds of consumers (positions). It can ultimately result into sales and good will for the organization.

However in my view the sole purpose of sales is to ensure a profitable exchange happens between the organization and its costumers.

There is a difference of both audience and intent.

Sales - influencing a potential customer with a view to making a sale

Public Relations (PR) - influencing potential customers, politicians, regulators, competitors, suppliers, employees, employee's families, potential employees, potential directors, previous customers, the media, shareholders and the general public with a view to improving their perception of the company

PR helps in driving sales, is one of the components which helps sales but is not only sales in itself. It helps in establishing trust and confidence about the company and its products among the communities it serves.

Whereas sales is reaching out to the end customer directly or through different distribution channels and converting potential customer to actual buyer.
