For Pitting Resistance Equivalent number (PREn) , why it's only used for stainless steel (Ferritic/Austenitic/ Duplex) but not to nickel based metal ?

because of the Cr2O3 chromium oxide passivation layer and a protective layer against corrosion

but nickel-based steel does not have the protective layer
