A bit of an open ended question, but if you are the best in market at quility, cost & delivery, you should be able to safeguard manufacturing jobs.
Establish mentoring centres ,consisting of developing HR/entrpreneurs ,finance,marketing, design,prototyping, testing and establishing manufacturing/production units.Survival of the manufacturing /production units from the innovation stage is an evolutionary process and heavily depends on product marketing and feedback,sustaining quality and cost,changing product mix with time,continuous improvement,etc.
Don't let your finance team convince you that because labour rates are cheaper in 3rd world countries there will be massive savings from "off shoring". Typically, labour costs can range from 15% to 8% of total factory costs so a 50% reduction in labour costs nets you savings of only 4% - 8%. the Greatest cost is in material and logistics, so unless you have a solid local infrastucture for materials and local suppliers that can match your current quality cost and delivery standards, then you will fail. Transforming you business into a truly lean (TPS) enterprise and not just hiring a Lean sigma guy is the right thing to do and keep your Finance & HR folks as far away from it as possible.
