In my opinion, I think there should be a restriction on the amount of paper that is given to each person. For example, it will be up to the office manager to take the average consumption of paper per quarter and then assign a certain amount of paper to be consumed per employee.
Other ways to help raise awareness would to be to add an awareness message in e-mail signatures telling people to print less and try to do more of their work online via Google Docs or Microsoft applications.

First of all educate them about the new technologies i.e. email etc.
Describe them the advantages and disadvantages of both the systems i.e. Usage of papers and email.
Motivate them to use the latest technologies to reduce the wastage of time and papers as well.
By using emails you can save your time and will able to enhance the the efficiency.
At organizational level provide them the sources i.e. Systems, Cells etc to use the new technologies. All these are one time expenditures but the Organization will get the long term benefits due to provision of sources.
First provide them education and facility then demand the benefits in minimum time limit with low cast.
Through information dissemination, you can create a campaign throughout the company and post attractive infographics on your bulletin boards.
Generally, being eco/environment friendly is a state of mind that sets in after the Government and other public organisations fully subscribe to international conventions and agreements that aim at promoting environment friendly laws (Rio, Paris, Tokyo protocols). That is the fountainhead, the source of environment friendly laws and ethics. Look at your country and see how eco-friendly your government is! Regarding personal attitudes and behavior, as you say using less paper, depends on the level of awareness one has about environment. Trees produce oxygen which a person gulps free in millions of "oxygen cylinders free." In order to make paper, trees are cut.........that means using more paper causes more trees to be cut resulting in lesser trees making oxygen out of CO2. A cause and effect relationship between being eco-friendly and what it does to us in real life is a good aproach!
Thank you for the invitation, one of the effective way is to issue a verbal info from HR department address to all employees specially with the concern person who handled all the stationary to control and release with a limit.
A scratch papers can also be use as note pad by using the back part of the paper, thank you.
I don't actually agree with the option of making restrictions on the amount of paper used, instead talk to the employees and try to make them come up with ideas that is environmental regarding the paper consumption issue.
it is more important to have people think in this direction instead of making rules and restrictions, and it will eventually be more productive in all issues not only the paper consumption.
