Yes it goes without saying that vendor has all the risk to lose a business opportunity if response to buyer is delayed. It becomes all the more important if there are other competitors in the field to grab the opportunity.
There is a big chance of losing that order and future orders as well. A delay on your part could mean something worse to your customer. Like inefficiency and that is bad for your business. One customer might know two other potential customer and they can be influenced by the initial customer you failed to impress and so on and so forth.

Yes, there will be a possibility of losing the order, If you are sure that you will not be able to submit the quotation within the time limit, then it is better to inform the customer well in advance, about the delay and reason, to avoid another supplier to grab the order and maintain the customer relationship.
