Depend on the situation, anyone can make the first move. In my version of negotiation means, get what do you want by giving right objective in various ways. That's it

In negotiation, there is no question of right or wrong in being the first to make an offer, afterall, someone has to make the first move. It depends on your position on the bargaining table, are you the receiver or giver? It also depends on what is being bargained.

Listen to the buyer and then make the first move during negotiations as it influences their plan or counter offer. Our first move is an advantage and we can get the control of conversation which leads to the successful closures.

It is right, to make a right first move during negotiations. If you miss this step, it may be difficult to continue, or partner will take initiatives in his hand.

You need a start, therefore who moves first is no more a concern as everybody is looking for conclusions.

As far as the question is concerned as to who shall make the first move, well it depends on the scenario and opportunity or as long as both parties has the same purpose to have a mutual agreement wherein it will be beneficial for both parties. In the case of an applicant & recruitment agent. The initiation normally would come from the recruitment agent because he/she needs to take into consideration his offer which was defined by the company's budget allocation for the position and the assessment he/she made for the applicant. While on the other hand, the applicant would have his/her chance to bargain by justifying her price after the price was only discussed. For a conclusion, at any cases, the party would have a bigger risk & potential loss at stake would prefer to make such initiatives in the negotiation.

There is nothing wrong or right. Just go ahead find out the options, negotiate and come to the conclusion
