Python vs Ruby for Software Development?

I'm going to soon start developing a software that should work on Windows OS and maybe other OS such as MAC. I'm primarily a Web Developer who knows PHP, so which programming language should I now learn in order to develop an application for Windows? This application will need integration with Databases and might need to communicate online.

I believe for web pages Ruby especially Ruby Rails is easier. However Python is better for heavy scripting

Python is easy for development.

If it's only for windows I think C# is the best choice, but if you need a cross platform app than you should use Java. Paython and Ruby can't help you
