There are multiple factors involved

- Irreliable deliveries of resources to project site including man, material, machinery, etc.

- Muti-disciplinary workforce also lacks in skills, which is rather more common because of cost-effectiveness. A uni-discplinary workforce is highly skilled, yield better productivity, and can be easily accounted

- Lack of information and research data, to analyse and implement the planned productivity

Management dont get enough information on time. Most of schedules are not broken upto level 5 or level 6 so resources are not properly loaded on schedule. This does not provide realistic productivity. 

At same time, same person such a carpenter is working on scafolding, platforms, formwork etc so calculate the productivity is very difficult. Hence implementation is also difficult. 

Suppose Exacavator has producitity but due to hard rock, or soft rock or other type of material the productivity varies. Some time underground while digging many cable or pipes are found which causes delay and causes low productivity.
