I will prefer Option #2 so that the vendor would also keep away the spouse from that bidding process in order to eliminate any kind of conflict or suspect that may arise at any stage during or after the bidding within the companies and other bidders.
I would inform my employer i.e Option D so that I may not have any role which could possibly be termed as Conflict of Interest
I will need to inform my company of this which is D. here. This is called Conflict Of Interest in business and I have to declare this relation to my company as we are the buyers.
It only matters in case spouse is the part of bidding team at vendor end. It remains a permanent clause in every bidding form to declare whether any known or relative work with the company bid needs to get submit.
Thats why doesn't matter whether you are affiliated or not with specific project team.
Whatever checks has to be made, to be made only vendor end.
