PLC/Controller programming is first low level engineering, with configuration of I/O , registers, tag names, logic. SCADA programming is also essential - you will program PLC/RTU/Controllers, gateways, network equipment, their poll rates, define and built signals database, build HMI screens, configure signals to HMI screens, test , etc.
PLC programing (ladder) is very eazy to learn and I think if some body learn it first will be more eazy to learn SCADA relative to other programing.
SCADA system is supervisory control system which links many PLC, RTU and so on. So learning how to configure PLC then howto build SCADA system
PLC is an hardware while Scada is an software
