Freelancers, how do you charge your clients?

I'm new to the freelancing scene , so I would like to know if there any tips on how I could determine my fees when developing an app for a client ? Also do I upload the client's app in my Google Play Store Account , or do I ask the client to pay for a new account ?

I'm not sure about the app upload part. However, pricing your work depends on what you think your hourly rate is and the number of hours you work on a project. You can also do some research on beginning rates for android app developers. From what I've seen, web and app developers' hourly rate range from $8 - $20 an hour. Taking into account their experience, their previous clients, and their popularity. But I'd recommend doing your research.

You charge per client based on how he/she values the product. However, you should establish a baseline price for services rendered.
