Do you think Defining Job Responsibilities/TORs are necessary or only giving him designation is more then enough i.e. sales executive, HR officer etc?

Only Defining Job are not job descriptions, JD's are very important to be delivered along with responsibilities, since responsibilities are not enough to let employee know  about everything for his-her career, and JD's should include all levels from level A (CEO, E. manager, Chairman, General Manager) to level C (Executive employees).

Yes they are important and indispensable in every organisation. Defining responsibilities, tasks and TORs is significant in numerous ways for instance; they guide employees in every step of activity they get involved in, they help employees to concentrate and focus on what is relevant and required of them, it brings about effectiveness and efficiency in work since everyone knows and understands clearly theit work and roles, it eliminates conflict of authority and insurbodination since everything is clearly laid out, it also motivates the employees since they clearly know what do and how to do it thus mistakes and work stoppages are reduced, lastly it also cultivates professionalism. I do believe that, Job descriptaion is usually inculding the job respobonsibilites in details, which is very important, at least for the emploee himself to be failiar with same, covering all of it and in order for managent to be able to evaluate the employee's performance.
