Yes, he has to. As this how the manager is evaluating him. He has to give his manager the reasons why he has to know his evaluation. Thus if he found out that they were good feed backs this could be an encouragement to let him perform better and give more. However, if they aren't that good so he has to work on himself and work harder to prove to the manager that he has changed for better performance later.

If it is Appraisal Report The usual practice is the employee has to read the entire report and affix his/her signature unless there is a dessenting opinion on the part of the employee the report is deem true and correct. thus its unnecesasry.
