well !!! i have been to school
the new teachers come out of the academy and start working at school teaching by the book but the impact of the bad environment draw the teacher to lose his standards.
i believe that the solution to this issue is by start providing courses for the senior teachers and keep monitoring them to help them lose their bad habits, that would be a good start to create an environment where the majority work according to the actual curriculum required standards.
and as you might already know minority can easily be beaten by majority
