Promote him and give him the position he deserves. Also make it through a bang so that others should be motivated.
Most of the time people act based on what they want so before promoting him/her understand the personality then if required provide training and educate what is the expectations and the plus points as well the minuse that he have then only promot.

In order to make a successful, effective, disciplined and superior employee an example for all employees so that all the employees can aspire to be like him/her and eventually workplace productivity increases that particular employee should be awarded, like "employee of the year", his/her picture should be displayed in the office notice/activity board, may be even circulating news bulletins mentioning his/her contribution to the company to all the employees.
Awarding is a modulater of behavioral learning. People get motivated when they are rewarded for the good they do, its a form of recognition for them.
At workplace others will follow suit when they see a good employee is being awarded.
