It depends on the time frame of the hiring period. Based on my personal experience in handling applications, I sort out the CVs at the end of each day until the submission of CVs and applications expires. Then, on the following day, I make a short list. After the list has been approved by the Head of the Department, I start notifying the candidates for interview. If there are only few applicants I usually send out e-mail to each of those who do not make it to the list. But if there are more than a hundred applicants, we just publish an announcement that the hiring period has been closed.
