It divides hard targets into smaller targets that are easy to achieve.
Neither is a good choice. Goals need to be achievable but not easy. Set aggressive targets that can be met with effort. If a company allows have a target then a stretch goal.
This way you are further rewarding your superstars who go the extra mile.
Keeping your best employees is what would benefit the company more.

In my opinion manager should set both of them , but there are priorities, sometimes achievable one should be set first, and other times hard one should be set first , that depend on what we need to achieve first!
Goals should be fair. Not too much easy nor un-achievable.
A good manager will set goals that are achievable but which require the staff member to work hard and stretch themselves. This will help the staff member to develop their skills and experience.
If goals are too easy their achievement will not be valued by staff; if they are too hard to achieve, they will demoralize and demotivate staff.
