In my opinion manager with good and high interpersonal skills is more successful, since authority does not make experience and unable to let manager get followers
Managers with good interpersonal skills are more successful because they get things done with minimum effort as members of the team are always motivated to work with the manager.
Manageres with High-level of authority without experience are disaster. Managers with good interpersonal skills without authority, no one listen to him.
