Should we revise the baseline schedule after approval of each project control change notice?

Some time a change notice is less value and some it is more value. When should we revise baseline schedule.

Revised shcedule mean that the change impacted on the BL Schedule and extension of time has been approved, in this case the answer of your question is YES

The following examples illustrate the varying contract conditions that define the need for a recovery schedule: • If the project falls behind schedule more than 14 days or 10% of the remaining duration, whichever is less, for non-excusable delays; • In the event that the Progress Schedule Update indicates that the Project, or progress towards any interim milestone, falls 20 or more work days behind schedule; • When requested by the Owner or Engineer; • When the owner determines that the contractor is behind any mandatory specific milestone or completion dates or any interim milestone completion date; • When the contractor determines that the progress schedule requires revision for any reason; and, • When departure from the existing schedule makes it apparent that the project will be late.

After approval of any significant scope change which impacts the total duration of the project, the baseline schedule needs to be revised.

Imho, we should not change the final baseline after scope freeze and final deployment. Scope creeping is usually handles differently. Eacb change should be managed by proper change control mechanism, this will allow us to xompare final baselines with changes made. A change usually do not ask for a baseline revision.

The revision of a starting point for projects is most certainly essential when there are changes in projects and decision making processes. Different plans require different outcomes therefore different consequences are expected when the project doesn't go according to plan and therefore must be weighed according to the extent of these consequences by reviewing and comparing the different approaches to the project proposals
