Basing on the traditional Cartesian plane, the line should point up (Choice 3). 0 degree would be the line from the positive x-axis, and its 90th degree would have to point upwards.

Relatively, however, it can be up, down, left or right depending on the starting point. A quarter of the Cartesian plane is always 90 degrees. Starting on the positive or negative x-axis, it can either be up or down. Starting from the positive or negative y-axis, the line would point either left or right.
