RFP should be generic in defining requirements. It must not relate itself to any vendor. It should be more centric towards requirements rather than a detail of requirements that gives an indication of desired solution of a brand. The customer should go for an RFI before reaching an RFP. The information gathered through different sources can be put together in order to filtrate to obtain more relevant one.

It should state a reason behind the request. That may have been resulted due to an aging IT infrastructure, requires a replacement an urgent manner. The requestor does have a budget. Current computing power along indication increment requirement must be there for the bidder to understand what requestor has and what will be the best replacement for them.
