Has ISO published any standards on compliance?

ISO standards provide general guidelines and recommendations on how Quality Management System should be developed and implemented. Certification of ISO based QMS of a company is done by verifying the level of "conformance" to the specific ISO standard. However, in many industries such as Aviation the regulatory "compliance" is more critical for being competitive. Whereas, some regulators are specific to regions or countries, there are some regulatory concerns such as environmental regulations which could be applied universally. In this context, it would make greater sense if conformance and compliance were the same for such universal concerns. Keeping that in mind, I was wondering, if ISO could work with regulatory organizations such as ICAO to come up with unified standards which cover both conformance and compliance requirements in detail.
