The ethical values and culture is to cascade down from TOP to bottom.

Ethics, connected, honesty and integrity is to be followed by management and then it should be asked to all empoyees to follow the code of conduct/discipline in any organisation

I think it should be changed from up first because employees will follow, but if we start with the employee first there will be a lot of resistance against change.
