Project managers have the highest level of power and authority in a projectized organization.

They also have high levels of power and authority in a strong matrix organization

but a matrix organization is a blend of functional and projectized organizations. Therefore,

the project manager has the most authority and power in a projectized organization.

I dont see that strategic planning is part of the project managers tasks unless for the ones who are members of the board.

Project managers like all staff need to understand the compny's strategies and contribute thier input but they are not responsible for working out the master stragic plan of the company.

Company CEO or board of Directors set out the company Vision and Goals, and the Project Manager makes sure that his project meets with the time frame and provide the quality that will ensure the fullfillment of the company's Vision, Goals and Master Strategic Plan.
