Effectiveness for the both the categories lies in ROI i.e the bottom line.
One need to have a tracker, which traces how many candidates got "Shortlisted", "Offered", "Mobilized" and "Joined".
You need to then give weightage to each of the above parameter and then we can decided how each o the sources performed i.e. "agencies" or "Website".
For Agencies, we can one more criteria "Time to respond".
One would be urged to add "Quality of CV' parameter, but I would not add them here as it is mostly a perspective and cannot be measured. But if you have a strong measuring criteria for this parameter, please go ahead and add them.
Most recruitment agencies when they provide staff are usually highly efficient, and the company is given a probationary period of one month.
