The Maximum Stratum level for Network Time Protocol is 15 starting from basic 1 for Server maximum last up to 15, if it crosses 15 means it is unsynchronised.

There are 17 levels of stratum in NTP which is from 0-16. Stratum 0 being the primary reference which is typically GPS and stratum 15 being the last level which is still traceable back to the reference. The stratum 16 is already unsynchronized.

Network Time Protocol is a hierarchical protocol and is divided into stratum which define the distance from the reference clock.
