There is no limitation, once we are ready to learn reference will be more helpful.
The Manager should always walk through in a challenging path. if he doesn't have that much experience reference will be helpful. and he will get a mental strength while he goes through the management books who share their experiences and be an inspiration.

It all depends on the quality of the book and not the quantity. And each of us has his own fault and quality so you have to look for books that work with your quality and flaws. I would say about 20% is what can be learnt from books, rest 80% will be learnt when the manager is given a practical exposure.
