In my opinion, I prefer to mix between two options, because each single employee needs different manner to be treated
1) Usually, Reward. (There are exceptions.)
2) It is a) more effective and b) more efficient

Agree with Mr. Ommar Saad, as in some situations we need force and in others we need reward and motivations to convince the staff.

but some in some case shall be alert....
Both simeltaneousluy. The question is how we will come to know when and where we should use what method. Its answer is by strong analytical skills for situation.
According to some realists from the political science field there are 3 ways to make people obey management.
- Force - Reward - persuasion
- According to Macchiaveli there are two ways to make people obey a prince:
- Love - Fear
* A mentally healthy, self-confident manager, well educated would go with persuassion,love, respect,rewards, and last is force.
