Do clients approach web designers that don't acquire any coding skills?

As if they were graphic designers. No knowledge in HTML, CSS, or JavaScript?

Most of the clients dont know what stands behind web development so, request for coding skills is not necesserely present. Coding is most welcome indeed and it is up to web development team to estimate client's needs and offer good package solution.

theres a difference in being a web developer and a designer:

1. the designer is the major work on the lok and feel of the site

2. the developer is a roots creator of codes and elements of the web site.

it depends what kind of clients, as mentioned already by  Alen Ajanovic most clients don't even know the diffrence , unless they want to do some series project so they will do some research or even hire someone to help them to find good prefessionals, however small business owners don't know the diffrence and most of the time have easy requerments , I'd recommend to to team up with someone that knows code and in case when you can't complete the project without code you can call him up
