Not of course because any individual or institution has its role and must not skip roles for example, the army is the foreign wars and the police role of internal security and each ministry has its own role and each has its role in the community as for the awareness of individuals through free media and free press unrestricted by the orders of the rulers This media has to use some police officers because they are the most experienced in this field
