Such a great question !, people always mix between sales and development, they are related, but they're not the same.

 

Business Development : Developing the company and raising it's rank in every aspect including, image, sales, positioning and rank, pursuing strategic opportunities and identifying new markets for the company products. 

 

Sales : selling service/product, closing deals and targets.

 

Sales and Marketing departments are usually under business development department, working and coordinating according to their vision and goals.
