TSQL is a set of procedural extensions for SQL used my MS SQL Server where as PL/SQL is procedural programming language with embedded SQL  used by all relational databases like Oracle.

TSQL is an ANSI standard structured query lnguage developed by Sybase and used by Microsoft. PL/SQL is a structed query language with programming abilities such as control structures and cursors.
