No it cannot be same. It can meet the specifications, but cannot be same as new due to changes in core laminations and the imperfections arised due to dismantling and again fixing of windings.

The rewound transformers characteristic vary slightly,  if it was burned severely. Due to hysteresis of the core.. :)

Its is not possible to have same regime as when it was new, due to corona and hysterisis loss, transformer specifications change and even with the help of quality mantainence work, it can never deliver exact output as a new one. Thats why old transformers are better to run at a decrease load

No because it is very difficult to find the same quality of copper wire.

The losses will be higher.
