Which is the best country to work as a civil engineer?

Any where, civil engineering describes the discipline and applies everywhere. However, civil engineering functions at 3 levels,

1. the skill of the engineers eg training,
2. the equipment he has at his disposal to do the job, western countries generally more available than remote third world countries and lastly the
3. environment a desert environment present different challenges to the mountains of Nepal.

Civil is universal and presents different challenges everywhere.

I hear from other engineers that UAE is the best country for work locations but for me, I can work on any country as long as it is safe there and they give respect to foreign workers like us.
