How could someone be over-qualified for a position? and why would that candidate get a rejection for the role?

it's very common to hear about a rejection for a job or a role for being under-qualified or not meeting the minimum requirements. but what about being over-qualified? why do you think someone would not even get an offer and get to decide whether to accept or to let down the offer.
