I don't know about program which you can use because that out of my major.

I recommend using C#. You can apply it in many types of projects such as ASP.NET (web), WPF(desktop), Windows Phone (mobile) and the list goes on. On the other hand, Android is based on Java so first you need to learn JAVA then have a look on android.

My advice don't lose what you've learned.
