Why sub stations are rated as 11kw and 22kw why not as 10 kw or 13kw?

Substations are never rated for their power, their rating is of KV, normally we follow ANSI standard for ratings

it is KV not KW

there are many standrads around the world, most famous is ANSI and IEC

each country follow one of this standard
