What is the functions of netlogon on DC - Domain Controller? what will happen if netlogon service not responding?

Netlogon service responsible for creating  a secure channel between Client computer and domain controller for authenticating users and services, 

if netlogon servic stop or not responding, the computer may not authenticate users and services, and domain controller cannot register dns records.
