When you are making a document, what is the best scale percentage for watermark to use for is not washout picture that will cover a whole document?

I do not use watermark, pictures are not allowed in our documents.

Is my own desicion what is a percentage to use i am the one making a document i just have to make sure that i get attention of a person to have a look at it when i show to public after i've done it.
