How to ensure that a reporting dashboard is self explanatory and easy to read?

Generally a business performance reporting dashboard contains charts, graphs, numbers and tables, which looks self explanatory to the designer/developer of that dashboard. Can we assume that end-user will easily read and understand the dashboard and its objective? How important it is to include pointers/direction to read and comprehend the dashboards?

Dash board means summary, always it should be snap shot kind of thing..simple and more informative, use graphs and tables to present dashboard.

Please keep in mind just give relevent data which you need to highlited with your dashbaord
