I was told target is something that takes a lot of efforts hard work to achieve. I would say by analyzing previous data, number of members in team.

Once you have the target amount set by taking all the costs into account.. Now compare with market analysis..how much it is possble to acheive by previous sales record.. If it is within then it is reasonable.. If not then.. Then you have to set reasonable target.. for e.g.. if target is 10$ per month.. and market analysis says 6 or 7 is achievable.. So you set 7$.. this is reasonable target.. Now 3$ of each month can be added around 12 months.. seeing which month sales higher just put the target amount more then the usuall.. So how sales people will react and work on it over and above target....good luck

You should have Idea of you machineries output and every day production  quantity and then you could make analyse on what your sales of one day could be. And then it would be easy for you to set the target.
