First, evaluate them on their pattern of speech. Can you understand them? Is their speech-well mannered and polite. Imagine that you have to communicate with that person on a constant basis. Remember, it's a phone interview, nothing more or less. Trust your ears, rely less on what's on paper or your monitor.
